About North East Link:

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project. 

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project. 

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads. 

About the opportunity:

To support the delivery of the North East Link project, we are seeking an experienced Project & Change Lead to join our Digital Delivery team. Reporting to the Transformation Manager, this role will primarily lead and manage transformation projects within the Digital Delivery program. This role involves end-to-end project management, stakeholder collaboration, change management, and project team coordination. Additionally, the role will contribute to the continuous improvement of Project Management and Change Management standards to enhance the outcomes of our work.

Key Responsibilities:

  • Lead and manage Digital Transformation projects, with a strong focus on Change Management.
  • Develop and implement comprehensive digital transformation strategies and plans tailored to each Transformation project and its stakeholders’ unique needs and goals.
  • Participate in in-depth research and analysis to provide data-driven insights and recommendations for process and system transformation/improvement.
  • Lead and facilitate Change Management initiatives to ensure successful adoption of new ways of working (skills, processes, systems). This includes training, comms, and support activities for affected stakeholders.
  • Collaborate with stakeholders from other Spark teams to deliver projects. This includes activities such as delivering briefings, conducting stakeholder interviews, and facilitating change management activities etc.
  • Develop and deliver clear and impactful presentations and reports to stakeholders, outlining the purpose, progress and impact of Transformation efforts.
  • Identify, select and manage external vendors for project delivery (as required).
  • Manage Transformation project team members to deliver projects. This includes activities such as setting clear expectations, driving project plan activities, and monitoring engagement levels.


Minimum Requirements:

  • 3 to 5 years’ experience in Project Management, Change Management, Management Consulting, or Product Management (or related roles).
  • Extensive Project Management experience.
  • Strong Change Management experience.
  • Excellent problem-solving, communication, and interpersonal skills.
  • Strong analytical skills for data-driven insights.
  • Experience working in tech.
  • Proficiency in process mapping and analysis tools (e.g., Design Thinking, Six Sigma, Lean) is a bonus.
