About North East Link

The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Opportunity

To support the delivery of the North East Link Central Package we are seeking applications for several experienced Senior Contracts Administrators with a background in civil construction or major roads/tunnelling projects.

We are looking for a dynamic and motivated individual who can support and drive the culture of the Commercial team on the largest project in Australia while providing support and guidance of systems and procedures on the project.

About the Roles

  • Ensuring all commercial activity follows the guidelines specified by the Project Management Plans;
  • Develop procurement strategies, identification of budgets,
  • participate in scope of works planning, ensuring that scope gaps are minimised;
  • Assess commercial and contractual risks, identify and implement appropriate controls;
  • Key responsibility in coordination of internal and external stakeholders, tender and contract negotiations;
  • Effectively manage subcontracts through all phases including scope preparation, procurement, cost forecasting, subcontractor management, claims/variations processing, completion and close out;
  • Providing ongoing commercial support - ensuring that suppliers, vendors and sub-contractors engaged in support of the project are adhering to the agreed terms;
  • Preparation and issue all contractual correspondence with subcontractors;
  • Operate and maintain commercial and contract systems including Project Costs Reporting, and Asset Registers;
  • Cost forecasting for allocated subcontracts, cost issues are appropriately escalated upon identification;
  • Support and co-ordinate the review and timely approval (or dispute) of payment claims submitted by key subcontractors to the project
  • Manage and monitor contract securities, insurances, claims and variations under the head contract and key subcontracts
  • Prepare reporting on commercial performance periodically and on an ad hoc basis as required;
  • Provide leadership to commercial and technical personnel;
  • Assist with Head Contract administration where required;
  • Assist dispute resolution processes as required;

Qualifications:    

Ideally you will have a qualification in Engineering, Quantity Surveying, Business, Commerce, Construction Management or equivalent. All relevant qualifications will be considered.  
   

Skillset:

  • Minimum 5 years’ experience in Contract Management or Administration or Quantity Surveying within the construction industry (civil or infrastructure desirable) and within a major project environment
  • Experience with a Tier 1 or Tier 2 contractor is preferred but not essential
  • Advance knowledge of MS Excel and Word
  • High level of financial knowledge, strong communication skills including influencing skills, and strong attention to detail
  • Able to demonstrate commitment to safety, teamwork and the ability to build strong relationships
